Reginald V. Mesimer, P.E.
President
1990 – Present
Project Director and Designer for over 50 shopping center facilities and commercial complexes throughout Florida. Mr. Mesimer specializes in the design and permitting of vehicular use and pedestrian areas, parking lots, loading zones, roadways, intersections and facilities for the disabled. Mr. Mesimer has also participated in the acquisition of more than one thousand parcels of land needed for right-of-way for numerous projects throughout Florida.
Mr. Mesimer is qualified as an expert witness in the areas of highway design, vehicular access, parking and safety in the Florida courts of Brevard, Broward, Charlotte, Citrus, Collier, Duval, Escambia, Hardee, Hillsborough, Lake, Lee, Manatee Monroe, Miami-Dade, Orange, Osceola, Pasco, Pinellas, Polk, Sarasota, Seminole, St. Johns Counties Volusia Counties.
During the past twenty-five years, Mr. Mesimer has provided professional traffic and transportation projects for more than 100 Publix Super Markets, Inc. throughout the entire State of Florida. This work consisted of various projects, including but not limited to median openings and closures, signal timing changes, installation of traffic signals (conducting various studies), driveway openings, closures and connections.

James D. Patterson, AICP
Senior Planner
Mr. Patterson has over 15 years of experience in civil site design and land planning both with Mesimer and Associates, Inc. and HDR Engineering. In 2017 Mr. Patterson earned the national recognition of Certified Planner from the American Planning Association and is now a member of the American Institute of Certified Planners (AICP). Mr. Patterson’s experience includes Zoning Variances, Public Hearing Testimony, Due Diligence Property Reports, Global Information Systems (GIS), Computer Aided Design (AutoCAD), Computer-Aided Vehicular Site Circulation Evaluation (AutoTURN), Count Cam Pro Traffic Video Editing, Civil Site Design and Permitting, Right-of-Way Use Permits, Administrative Driveway Closure Challenges, Cost Estimating, and Eminent Domain Property Impact Analyses.

Matthew R. Irvine, P.E.
Director of Production
Mr. Irvine graduated from the University of South Florida in 2017 with a Bachelor of Science in Civil Engineering and earned the professional designation of Engineering Intern. He began his career performing structural forensic inspections with Braken Engineering and is now a Professional Engineer with Mesimer and Associates, Inc..
His areas of experience include Due Diligence Property Reports, Global Information Systems (GIS), Computer Aided Design (CAD), Computer-Aided Vehicular Site Circulation Evaluation (AutoTURN), Synchro Studio traffic analysis and signal timing design, ICPR V4 pond routing, Count Cam Pro traffic video editing, civil site design, cost estimating, and property impact analysis. Mr. Irvine is an FAA-licensed commercial drone pilot and is well versed in customer relationship and project management software.

John F. Ellinger
Engineering Designer and CAD Technician
Mr. Ellinger has over 35 years’ experience in Cartography, Tax Mapping, Global Information Systems (GIS), Computer Aided Design (CAD), civil site design, cost estimating, and property impact analysis. Mr. Ellinger has been with Mesimer and Associates, Inc. since 2000. Prior to relocating to Florida, he worked for both the Mercer County Engineer and Mercer County Auditor in Celina, Ohio.

Jason M. Spencer
Engineering Designer and CAD Technician
Mr. Spencer has nearly 25 years of experience in Computer Aided Design (CAD), Global Information Systems (GIS), Software Management, Surveying Assistant, civil site design, cost estimating, and property impact analysis. Mr. Spencer has been with Mesimer and Associates since 2009 prior to which he was employed by multiple firms located in New Port Richey, Florida and the great state of Illinois.
